In order to implement the "Opinions of the General Office of the State Council on Policies and Measures to Promote the Healthy Development of the Logistics Industry" (Guobanfa [2011] No. 38) and the "Twelfth Five-Year Plan for the Development of Service Trade" (Shangfumaofa [2011] 340 No.), to promote the sustainable and healthy development of the international freight forwarding and logistics industry, the following guiding opinions are hereby offered.

1. Significance

The international freight forwarding logistics industry is an important part of my country's modern logistics industry, as well as an important part of the producer service industry and service trade. It involves many links, a long industrial chain and a large industry scale. Since the reform and opening up, the international freight forwarding industry has played an active role in serving foreign economic and trade, attracting foreign investment, expanding employment, and developing modern logistics industry. The "Twelfth Five-Year Plan" period is a critical period for my country to build a well-off society in an all-round way. Under the new situation, we must accurately grasp the inherent laws and development trends of the international freight forwarding and logistics industry from the strategic height of implementing the scientific concept of development, and give full play to the international freight forwarding and logistics industry. It should play its due role, and take it as a long-term work to promote the development of service trade.

2. Basic situation

Since the reform and opening up, the international freight forwarding logistics industry has developed rapidly. By the end of 2011, there were more than 27,000 international freight forwarding companies registered with the competent commercial authorities, employing more than 2 million people. The business scope of the industry is expanding day by day, and new business formats are constantly emerging. From the initial consignee and consignee agent to the party to the transportation contract, it has developed to the current third-party logistics provider. Before the reform and opening up, it was only a specialized business development of foreign trade transportation. It has become a cross-department, cross-industry, and cross-region comprehensive service industry that carries cargo flow, information flow, and capital flow, and a number of international freight forwarding and logistics enterprises with strong competitiveness in domestic and foreign markets have emerged. However, in general, compared with developed countries, my country's international freight forwarding logistics industry has problems such as small scale, scattered service functions, relatively backward business models, and weak professional service capabilities, which are not commensurate with the status of the world's largest trade in goods. , Some problems in the mechanism and system affecting the development of the industry have yet to be resolved.

3. Guiding ideology

Guided by Deng Xiaoping Theory, the important thought of "Three Represents" and the Scientific Outlook on Development, take the Scientific Outlook on Development as the theme, and focus on accelerating the transformation of the economic development mode, deepen the industry awareness of the freight forwarding and logistics industry as a modern service industry and service trade. Focus on improving the system and mechanism, build a policy support system, guide enterprises to "go global" to participate in international cooperation and competition, and continuously improve the quality and level of industry development.

4. Basic principles

Adhere to management reform and system innovation. Solve the problems of industry development, and constantly improve the management system and industry mechanism; adhere to market leadership and government guidance, focus on enterprises as the main body, and give play to the basic role of the market in the allocation of industry resources; adhere to classified guidance, implement orderly competition, and clarify their own development. The direction is to realize the service specialization of small and medium-sized freight forwarding enterprises and the logistics of large and medium-sized freight forwarding enterprises, so as to truly achieve "big" with strength and "small" with vitality.

5. Development Goals

During the "Twelfth Five-Year Plan" period, the international freight forwarding and logistics industry should achieve an average annual increase of about 12% in the turnover of enterprises above designated size while changing the mode and improving the quality. Through mergers and acquisitions and reorganization, support and optimization, we will build a number of large-scale international logistics enterprises with prominent main business, advanced business model, sound overseas network and strong competitiveness. Cultivate a group of large and medium-sized logistics providers with complete functions, complete facilities and strong resource integration capabilities. Promote the formation of a team of small and medium-sized professional freight forwarders with prominent brand effects and obvious business advantages. An international freight forwarding logistics market with reasonable structure, diverse formats, high-quality services and orderly competition will be basically formed.

6. Main tasks

(1) Improve the industry management system. Improve regulations on industry access, filing entrustment, enterprise operation and exit mechanism, follow-up management, and bill of lading liability insurance. Entrust the enterprise filing work to the freight forwarding industry organization, and give full play to the role of the China International Freight Forwarders Association (hereinafter referred to as the Freight Forwarder Association) and local freight forwarding industry organizations.

(2) Guide the industry to "change the way and promote the transformation". For traditional small and medium freight forwarding enterprises, guide them to change from relying too much on agents to independent transportation service providers, segment markets and products, take the road of professional operation, and develop in the direction of professionalism, refinement, characteristics and innovation; for large and medium-sized freight forwarders Logistics enterprises are encouraged to increase investment in assets and facilities, expand their business scope, improve and optimize network layout, expand domestic and foreign businesses, and strengthen talent training. Transformation of logistics enterprises.

(3) Optimizing the market environment and paying attention to the development of small and medium-sized enterprises. Implement the State Council's policies on supporting the development of small and micro enterprises, and consult relevant departments to study solutions to problems such as identical services, heavy tax burdens, and weak competitiveness. Relying on comprehensive public service platforms such as bonded areas, logistics parks, and commercial and trade functional areas, focus on providing professional services, training talents, reducing burden and increasing efficiency, and realizing information sharing and resource integration.

(4) Encourage enterprises to "go out". Study and formulate complete and systematic policies and measures to promote the "going out" of freight forwarding and logistics enterprises, support enterprises to expand overseas operations, speed up network construction, encourage investment and acquisition of overseas logistics facilities, guide relevant enterprises to integrate resources, build flagships, enter the international market, and participate in international competition .

(5) Innovate business models and explore emerging markets. Encourage enterprises to participate in international logistics services such as service outsourcing, engineering logistics, bonded logistics, and international procurement, as well as high-end services such as multimodal transportation and logistics finance, so as to improve industry profit margins and market competitiveness. Encourage enterprises to innovate in technology and develop new business formats, support enterprises to introduce internationally certified and mature transportation service methods, and support enterprises to develop potential African, Middle East, Central Asia, Latin America, ASEAN, South Pacific developing countries and emerging economies markets.

(6) Comprehensively improve the level of industry informatization. Strengthen planning and guidance, and promote the organic integration of physical operation networks and intangible information networks. Encourage industry information technology research and development and integrated innovation, and accelerate the promotion and application of high-end information technologies such as global positioning systems, geographic information systems, electronic tags, the Internet of Things, and cloud computing. Encourage enterprises to strengthen cooperation with suppliers and information service providers to strengthen information security.

(7) Consolidate the foundation for industry development. Establish and improve industry norms, formulate industry standards, take effective measures, and increase publicity and implementation. On the basis of improving the enterprise business record, the research will further improve the industry statistics system, and establish a domestic and foreign industry information collection, release and operation platform. Encourage industry organizations to carry out credit rating, establish integrity files, and promote the construction of industry credit system.

(8) Strengthen the construction of industry organizations. In accordance with the requirements of the "Several Opinions of the General Office of the State Council on Accelerating the Reform and Development of Industry Associations and Chambers of Commerce", establish and improve local freight forwarding industry organizations, give full play to the service, coordination and self-discipline roles of industry organizations, and focus on accelerating capacity building. , improve work methods, improve the quality of personnel, increase work assessment, etc., and do a good job in promoting the reform and development of the freight forwarding industry organization.

7. Safeguards

(1) Clarify the functions of the department. The competent commercial department is the competent department of the international freight forwarding and logistics industry. It is necessary to effectively strengthen the organization and leadership of the international freight forwarding and logistics industry, enrich the work force, innovate work ideas, integrate management into services, focus on improving industry regulations, plans and policies, strengthen macro guidance, and gradually establish a unified, open, competitive and orderly. industry market.

(2) Implement talent strategy. Encourage to strengthen business training and improve the quality of employees through various forms such as on-the-job learning, full-time advanced studies, and external competition; encourage enterprises to strengthen school-enterprise cooperation and participate in the research and development of international freight forwarding logistics disciplines in middle and senior vocational colleges; explore the establishment of international freight forwarder professional certification Qualification system, and strive to create a group of talents in the international freight forwarding industry with excellent business skills, high quality and understanding of theory.

(3) Improve the working mechanism. While continuing to strengthen the regular consultation mechanism within the industry, strengthen communication with departments such as customs, quality inspection, foreign exchange management, transportation (including civil aviation and postal services), railways, industry and commerce, taxation, finance, industry and information technology, insurance supervision, banking supervision and other departments , explore a multi-departmental joint working mechanism, and coordinate and solve major problems in the development of the industry.

(4) Establish a key enterprise contact system. The competent commercial department guides the organization of the freight forwarding industry, explores the establishment of a contact system for key enterprises in the international freight forwarding and logistics industry, and strengthens communication and coordination on issues such as policy formulation, industry transformation and upgrading, market operation monitoring, and major project implementation.

(5) Strengthen theoretical research. Support relevant colleges and universities and professional research and consulting institutions to carry out innovative research on the theory and practice of international freight forwarding and logistics, and explore ideas and practices for the combination of industry, education and research.

(6) Enhance international exchanges. Strengthen exchanges and cooperation with global freight forwarding and logistics organizations, and learn the business philosophy and management experience of well-known multinational logistics providers. Encourage industry organizations and enterprises to enhance business exchanges and theoretical discussions with other relevant international organizations and countries (regions).

Local commercial authorities and international freight forwarding industry organizations should formulate development plans and policy measures in line with their own actual conditions according to the specific conditions of the region and industry, and in accordance with the goals, tasks and relevant principles determined by the guiding opinions, and establish a feasible working mechanism.
